The short answer is you can't change a launched event/signup back to a draft.

BUT, you CAN duplicate your launched event/signup (with the same dates) -- it will be in draft mode.

Then you can delete you original launched event/signup.

So effectively, you now have the same event/signup, but it is in draft mode.
